With reference to Your Lordship's despatch No.220 of the 6th July, 1920, I have the honour to forward for the information of the Board of Trade a copy of a report by the Harbour Master on the circumstances of the sale of the S.S. "Singaporean" to Messrs. F. Gaebele and Company of Calcutta.

I attach also a copy of departmental minutes dealing with the sale, from which it will be seen that the position was incorrectly described by Captain Taylour, and permission to alter the register was, there- fore, granted under a misapprehension of the true facts of

the case.
